    乾隆為體察民情，撇下侍衛假扮商人微服出訪江南，期間得知衙門有貪官欺壓百姓，導致民不聊生。這時乾隆遇上一名清廉的賣菜青年，二人合力教訓貪官一頓。最後，青年更被獲封為皇帝的近身侍衛。
