Philippe Bruneau débute au théâtre, jouant dans les Précieuses Ridicules sur la scène du théâtre de Chaillot en 1959 et dans plusieurs pièces de Marc'O sur celle d'Édouard VII. Il participe à l'aventure du café-théâtre dans les années 1970. Il fait notamment partie de la troupe de La Veuve Pichard, aux côtés de Martin Lamotte, Roland Giraud ou Gérard Lanvin.
