Balmer passe sa jeunesse dans le village de Valangin puis à Lausanne. Après des études commerciales, auxquelles il consacre moins de temps qu'à déclamer des textes et à jouer des personnages imaginaires, il décide à 23 ans d'entamer des études d'art dramatique au Conservatoire d'art dramatique de Paris. Il remporte le premier accessit en 1973, dans la promotion de Daniel Mesguich et Jacques Weber. Isabelle Adjani, Francis Huster et Jacques Villeret font partie de ses camarades de classe du Cons
